Abstract

At present, there is no unified approach to the assessment of such category as “ethnic crime”. In some cases, ethnic crime is understood only as the crime of foreign citizens and stateless persons. This is one of the reasons for the significant differences in the crime indicators of the
territorial divisions of the system of the Ministry of Internal Affairs of Russia. Basing on the analysis of the definitions of ethnic criminality contained in the normative legal acts of the Ministry of Internal
Affairs of Russia, as well as in the special literature, the author of the article reveals the problems of recording the crimes committed by ethnic criminal groups, defines the concept of ethnic crime, identifies
the general features of criminal groups formed on ethnic grounds. The directions for improving the recording and registration discipline in the activities of the internal affairs bodies in respect of recording
the crimes committed by ethnic criminal groups are determined.
