Abstract

Administrative legal regulation of the turnover of civilian weapons in the Russian Federation is carried out to ensure public safety and to implement the right of citizens to self-defense, sports, hunting and other socially useful activities. Taking into account the growing number of the facts of the illegal use of civilian weapons and the complex of problems concerning the legal regulation of the civilian arms turnover and the organization of control activities of the state bodies, the author of
the article substantiates the need for the development of the state licensing policy in the sphere of turnover of civilian weapons. The conclusion about the absence of the unified concept of the state
licensing policy in the field of arms turnover is argued. The author states the existence of the problems in the management of licensing activities in the sphere of turnover of weapons; the inconsistency of the
law enforcement practice of the bodies of the Russian National Guard and the Ministry of the Internal Affairs of Russia in resolving the questions concerning the cancellation of the issued licenses and
permissions for the acquisition and possession of weapons, seizure of weapons, bringing the owners of the weapons to administrative responsibility. The author made an attempt to determine the scientific basis of the licensing policy of the state in the field of turnover of weapons.
