Abstract

The prerequisite for achieving the most effective results in the prevention of problematic social phenomena and overcoming their criminological significant consequences is to build and follow the strategy that provides for the elimination of the causes and conditions of their occurrence.
Concerning the sphere of combating crime as a social phenomenon, this condition is expressed in the need to predict its manifestations in multiple characteristics, as well as their exposure to the proposed
measures of impact. The most important role in this process should be given to the methodological foundations of the prevention, which should be considered as an integral part of the criminological
policy of combating crime in general and its separate form (juvenile delinquency) in particular. Besides, it should be considered in close connection with the plans for economic, social, political development of
the state and society as a whole.
