Abstract |
Basing on the analysis of some problems in the sphere of administrative and legal impact on the juvenile consumers of narcotic drugs and psychotropic substances, the author’s approach to the issue of improving this activity is proposed in the article. The necessity to modernize the legislation regulating the application of administrative and coercive means of influence on juvenile drug users by public authorities is substantiated. In particular, to improve the effectiveness of the impact on minors for committing offences that are classified under articles 6.8 and 20.20 of the Code of Administrative Offences of the Russian Federation, it is proposed to provide the possibility of applying punishment in the form of compulsory works to them. The expediency to introduce and fix the new administrative preventive measure of coercion in the legislation – a preventive supervision with the possibility of establishing prohibitions (restrictions) is argued. |
