Abstract

A critical assessment of the idea of the legalization of certain types of lethal weapons in self-defense for citizens in the Russian Federation, primarily fire rifled short barreled weapons, is given in the article. Historical and comparative legal analysis of trafficking in lethal weapons
in Russia and abroad is given. The attempts of legislative initiatives aimed at allowing citizens to acquire a lethal weapon for self-defense are analyzed. It is noted that the turnover of such weapons in our
country is possible under the following conditions: expanding the limits of discretion law enforcement officers’ use of weapons to defeat the encroaching person; existence of the developed civil society;
increasing the effectiveness of preventive measures taken by law enforcement agencies, aimed at preventing the loss and theft of weapons; establishing the increased measures of legal responsibility to
persons who violated the requirements for turnover of lethal weapons of self-defense. The directions for improving the legal regulation of the turnover of civilian self-defense weapons are suggested.
