Abstract

The main problems of criminological monitoring of migrant minors’ criminal activities are stated. The dynamics of migration processes in Russia, adverse trends of crime in migration sphere are underlined. Of particular concern is the fact that the problem of juvenile migrants delinquency, having immense importance for the nearest prospects, remains inconspicuous in the shadow of such large-scale phenomenon as illegal migration. The study showed that actually there’re no tools for criminological monitoring of the analyzed phenomenon in Russia: there’s no special recording of crimes committed by juvenile migrants, there’re no data about the structure, dynamics, trends in juvenile migrants criminality. It’s proved that the illegal migrants’ children and minors who illegally arrived in Russia without relatives deserve special attention. The common feature of all juvenile migrants (legal and illegal) is their increased vulnerability caused by age and migration status. The vulnerability degree of a minor depends on the status of a migrant entering the country legally or illegally. Juvenile migrants delinquency is a complex social and legal phenomenon, characterized by aggregate of crimes committed by migrant minors on the territory of temporary stay for a certain period of time. Criminological monitoring will allow to fill gaps in scientific knowledge concerning the research object, to reveal the related problems of legislation and law enforcement practice, to identify the ways of improving this sphere’s legal regulation, to optimize the migration situation in the country and, eventually, to increase the effectiveness of combating juvenile migrants crime, taking into account the advanced domestic and foreign experience.
