Abstract

The reviewed paper contains the comprehensive theoretical and applied analysis of the offence provided by article 20.21 of the Code of Administrative Offences of the Russian Federation,
the characteristics of the specific competence of the police and National Guard of Russia to suppress these administrative offences, as well as the recommendations for improving the practice of bringing
the offenders to administrative responsibility for their commission. It is necessary to agree with the argument of the applicant that, so far, the implementation of administrative responsibility of persons
being under the influence of alcohol in public places, as well as the maintenance of these persons until sobering up is an unsolved problem. The analysis of the problems in this field is carried out for the first
time, which confirms the novelty of the research, as well as its relevance and great practical importance.

The conclusions and proposals formulated by the applicant make it possible to identify the gaps in the legislation and suggest possible solutions. The main results of the applicant’s work are examined
in the review, the positive aspects, as well as the controversial issues and provisions requiring additional argument, are noted. The significance of the conducted research for the administrative and legal
science and solving the problems related to the administrative responsibility of citizens for appearing in
public places while intoxicated is underlined.
