Abstract

The main problems concerning the development of federalism in the RussianFederation are analyzed in the article. Basing on the example of germany’s experience, which is the most acceptable due to the belonging of both states to the same legal family and the development of
federalism on a post-totalitarian basis, the possible ways of their solution are discussed. A comparative analysis of the provisions of the Basic law of the Federal Republic of germany and the constitution of
the Russian Federation is made. The peculiarities of the application of foreign experience are outlined. The prospective directions for reforming the form of government in Russia are identified: the transformation
of the subjects of the Federation, legislative support of some of the principles of federalism and reorganization of the system of separation of powers. The sovereignty and integrity of the state, as
well as implementing the norms of constitutional law, approaching the ideal of legal state, forming the democratic way of the development of Russia depend on the degree of the federalism development.
According to the author’s opinion, it will be difficult to draw the right conclusions and make reasonable proposals for further strengthening the statehood, improving federal relations, clear definition of the
status of each subject of the Federation as an independent but integral part of the Russian state without studying the specifics of the formation, development and changes of the Russian federalism.
