Abstract

Environmental protection function is an important function of the Russian state. The task of its implementation is the responsibility of law enforcement agencies, including the internal affairs bodies. The duties of the police in this field are fixed in part 1 of article 12 of the Federal law “On police”. On the basis of the Regulation on coordination of activity of law enforcement bodies to combat crime the forms of police interaction with other law enforcement agencies in the field of implementation of environmental protection function of the state are distinguished. The preventive measures in the field of countering environmental offences and crimes are considered: informing the population about the environmental situation in the region, measures for ensuring personal safety,  statistics of environmental offences and crimes and liability for committing them; raids to prevent environmental offences and crimes; meetings, interviews and lectures with various categories of the population. The purpose of such activities is clarification of the requirements of the environmental legislation and the liability for its violation. In this case the main burden falls on the juvenile and divisional inspectors. It’s summarized that the Federal law “On police” determines, though not in a sufficiently clear manner, environmental protection functions of internal affairs bodies. The directions of police activities in the field of environmental protection are wide enough, but in practice there are well developed mechanisms for their implementation. The legislative specification of environmental protection activities of internal affairs bodies and the creation of a special unit (environmental police) are skeptically evaluated.
