Abstract |
The main directions of the activities of private security service of police in the light of the implementation of the new Strategy of the RF national security, approved by the decree of the President of the RF from December 31, 2015 No. 683, are analyzed. This strategy is the basis for the formation and implementation of state policy in the sphere of ensuring the national security of the RF and the basic document of strategic planning. The need of correction and concretization of the activities of private security service in the sphere of ensuring national security and identifying the main areas of its functioning in specific operational environment is substantiated. Having determined the role of private security service in the system of ensuring national security, the author comes to the conclusion that imposing the function of providing property security and antiterrorist protection of objects using inherent methods and tools to this service is the adequate manifestation of the will of the state to ensure overall national security. In light of Strategy implementation the task orientation and the main emphasis of the activities of private security service will move into the sphere of ensuring the antiterrorist protection of objects requiring greater attention from the state (objects which are subjects to obligatory state and police protection, international airports perimeters). Another important area of policing is ensuring antiterrorist protection of the most significant facilities and fuel-energy complex facilities by participating in the expert assessment of the status of their antiterrorist protection and security, as well as preparing recommendations on their equipment. |
