Abstract

The review reflects the main provisions of the dissertation research devoted to the issues concerning the scientific substantiation of establishing liability for smuggling of cash, monetary
instruments, alcohol and tobacco products. The author of the review considers a number of conclusions and proposals formulated by the author of the thesis, the scientific basis and practical significance of
which is beyond doubt. Special attention is paid to the differentiation of the considered research with the research conducted by N.E. Panfilova on a similar topic. In particular, Z.F. Zaynullina’s dissertation
contains the solution of the issues concerning the application of rules on liability for smuggling, which were not the subject of research of N.E. Panfilova. A thorough analysis of the results obtained by two
applicants allowed to come to the conclusion that these are two fundamentally different scientific studies. At the same time, each of them makes a significant contribution to criminal law science.
Despite the fact that the thesis contains some provisions and conclusions of a controversial nature, it is concluded that the author of the research Z.F. Zaynullina deserves the awarding of the required
scientific degree.
