Abstract

The instrumental psychophysiological examinations by using the polygraph – a technical device designed to evaluate the reliability of the information received, are carried out both in many foreign countries and in the Russian Federation. However, despite the rather long period of
using the polygraph in the procedures of hiring and joining the civil and municipal service in Russia, the federal law “On the application of the polygraph” has not yet been adopted. The Labor Code of the
Russian Federation, as well as the legislation on state and municipal service also do not contain thenorms providing for direct regulation of the use of the polygraph. The author of the article emphasizes
the fact that the majority of scientists adhere to the position that the polygraph examinations are important for the prevention, detection and suppression of corruption offences. This position has been
implemented in some regions of the Russian Federation, which have enshrined the rules on the use of lie detector tests in the normative legal acts regulating the implementation of the national anticorruption plan for 2018-2020. At the same time, the lack of the uniform rules for using the polygraph and interpreting the results of its examinations creates many problems in practice.
