Аннотация

Статья посвящена анализу системы юридической ответственности органов публичной власти и ее роли в борьбе с проявлениями юридической аномии в обществе. Дана
краткая характеристика правовой аномии и установлены общие черты и взаимосвязи с ее родовой категорией. Выявлены факторы, способствующие росту юридической аномии и предложены варианты борьбы с этим деструктивным явлением. Автором обосновывается необходимость выстраивания единой системы ответственности органов публичной власти за счет установления общего основания ответственности властных субъектов в виде «утраты доверия» населения. В завершение сделан вывод о значимости поддержания доверительных отношений между государственным механизмом и институтами гражданского общества в процессе борьбы с проявлениями аномии.

Abstract

he article is devoted to the analysis of the system of legal responsibility of public authorities and its role in fighting against the manifestations of legal anomie in the society. A brief description of the legal anomie is given and the common features and relationships between this
category and its generic category are established. The factors contributing to the growth of legal anomie are identified and some ways for fighting this destructive phenomenon are proposed. The
author of the article substantiates the need for creating a unified system of responsibility of public authorities by establishing a common basis for the responsibility of government authorities in the form
of “loss of public trust”. The author comes to the conclusion about the importance of building trust between the state authorities and civil society institutions in the process of fighting the manifestations
of anomie.
